#24: Illinois
Jobs Gained: 4.7%
Jobs Lost: 5.0%
Illinois had a softer quarter, with a lower job-gain rate than many other states. New jobs can still come from health care, finance, logistics, education, manufacturing, food production, and the major business base around Chicago.

But losses were stronger than gains. High taxes, high operating costs, population loss in some areas, office downsizing, and pressure on small businesses can all play a role. Illinois is still a large and important economy, but this data shows jobs disappearing a bit faster than they were being created.
