Wyoming had very high movement on both sides, which can happen in a smaller economy. New jobs can come from energy, mining, tourism, agriculture, construction, and local services, especially when travel is strong or resource industries are busy.

But Wyoming also loses jobs quickly when those same industries slow down. Energy and mining can shift with prices, while tourism and construction can be seasonal. Because the state has a smaller job base, even normal changes can look big as a percentage.
